Non-paying participants (thread will be deleted)

There is at least one person (who I'll leave anonymous for now) who wanted to participate in Notmare but either could not or would not pay the participation fee.
The point of the participation fee was (i) to offset the costs; and (ii) to require people to become invested so that we can produce something as good as possible. However, we aren't losing money by including someone that cannot/will not pay and if that person is invested anyway, then the second goal isn't required either.
So I can see an argument for including such a person.
There is a question of fairness because you've all paid to participate. BUT my view is that since we're all invested, we want the best product we can achieve and that might involve including someone that hasn't paid.
So here's my thinking...
If everyone agrees to this as a policy then I suggest it be possible to include a non-payer provided that everyone that has paid money agrees to include that person. This allows a net-contributor to be included but only if EVERYONE anonymously agrees that person is a net-contributor. The included person gets no say at all over the date or venue and is last to pick any remaining roles.
We also wouldn't advertise this. It would be down to us to INVITE someone to participate.

I'm conscious that this is a sensitive issue, so if anyone would like to contact me privately, feel free to do so. I'll take your comments into account but won't publicly remark on them.

Upshot is: We won't be waiving the fee for anyone.
Though if Sue Child agrees to a cameo, we won't charge her, obviously
