It was actually the dungeoneer who offended Hordriss in that scene, not one of the advisors. He was reminding the advisors of the clue, and his high-and-mighty goat-featuredness overheard him.

I happen to think they could, as on a few occasions the characters did comment on the advisors mumblings.
